Cover story: D.C. Update

When Congress reconvenes in January 2023, the Republicans will take over the House with a slim majority, while Democrats hold their slim majority in the Senate. Whether any significant rail-related legislation can pass under those circumstances is up in the air. But where the rail industry and its customers will see some important government action — some welcome and some not-so-much depending on which side one is on — will be at the Federal Railroad Administration and the Surface Transportation Board.

At the FRA, railroads, shippers and labor unions will be watching for a final ruling on a proposed mandate on train-crew size. On the passenger-rail side, Amtrak, passenger train advocates and rail suppliers in the construction industry will be watching for the FRA's decision on where new intercity corridors will be established. And at the STB level, all eyes will be on the board's decision over whether two Class I railroads — Canadian Pacific and Kansas City Southern — should be allowed to merge and, likely, shake up the North American freight-rail market. This month, Senior Associate Editor Julie Sneider will take a look at those and other issues in our annual D.C. Update.
