CSX remains in hot pursuit of Pan Am purchase
In late 2020, CSX announced it reached an agreement to acquire Pan Am Railways Inc., which operates a nearly 1,200-mile network in New England and retains a partial interest in the more than 600-mile Pan Am Southern.
Since then, the Class I submitted an acquisition application to the Surface Transportation Board (STB), which was deemed incomplete and rejected; and then filed an amended and expanded application with the STB that the board accepted in early August. All the while, a number of shippers and railroads expressed concerns about the deal. Now, comments, protests and other responses to the transaction can be filed with the STB until Oct. 18, and the board expects to issue a final decision on the acquisition by April 1, 2022. In the meantime, CSX can try to make a better case with opponents as to why the deal is beneficial and won't harm competition.
